Analysis of the historical, economic, and political evolution of relations between Europe and Latin America from the mid-20th century to the present days, with special attention to the role of the European Union in stabilizing commodity prices and promoting development in the Global South. Using a historical-institutional approach, the paper examines how European integration, born with the Treaty of Rome, extends to Latin America and Caribbean through trade policies and economic cooperation. The study delves into the phenomenon of commodity price fluctuations and the mechanisms created to address them, highlighting the STABEX system as a first stabilization attempt that, despite its limitations, laid the groundwork for new bi-regional strategies. Finally, the paper analyzes the contemporary transformations of European Union policies toward Latin America and the Caribbean, highlighting the constant tension between openness and protection in European trade policy and its influence on the configuration of economic relations between the two continents.
Análisis de la evolución histórica, económica y política de las relaciones entre Europa y América Latina desde mediados del siglo XX hasta la actualidad, con especial atención al papel de la Unión Europea en la estabilización de los precios de las materias primas y en la promoción del desarrollo en el Sur global. A partir de un enfoque histórico-institucional, se examina cómo la integración europea, nacida con el Tratado de Roma, se proyectó hacia América Latina a través de políticas comerciales y de cooperación económica. El estudio profundiza en el fenómeno de las fluctuaciones de los precios de los productos básicos y en los mecanismos creados para enfrentarlas, destacando el sistema STABEX como un primer intento de estabilización que, pese a sus limitaciones, sentó las bases para nuevas estrategias birregionales. Finalmente, se analizan las transformaciones contemporáneas de las políticas de la Unión Europea hacia América Latina y Caribe, evidenciando la tensión constante entre apertura y protección en la política comercial europea, y su influencia en la configuración de las relaciones económicas entre ambos continentes.
