The Mediterranean Region represents a global climate change hotspot, characterized by warming rates that exceed the planetary average and by an extraordinary biodiversity constantly threatened by cumulative anthropogenic pressures. This contribution analyzes the complex architecture of regional maritime governance, highlighting the opportunity to move beyond the current sectoral regulatory approach in favor of an integrated, multi-level model. In particular, the theme of public participation will be explored, illustrating the contribution of civil society as an example of alternative capacity building. Furthermore, the research argues that the effectiveness of marine ecosystem protection depends on a synergy between legal obligations, scientific evidence, and social legitimacy, proposing the balance between environmental conservation and sustainable development as an indispensable paradigm for the resilience of the Mediterranean.
Il bacino del Mediterraneo rappresenta un climate change hotspot globale, caratterizzato da tassi di riscaldamento superiori alla media planetaria e da una straordinaria biodiversità costantemente minacciata da pressioni anrtopiche cumulative. Il presente contributo analizza la complessa architettura della governance marittima regionale, evidenziando l'opportunità di un superamento dell'attuale approccio normativo settoriale in favore di un modello integrato e multilivello. In particolare verrà approfondito il tema della partecipazione pubblica, illustrando il contributo della società civile come esempio di capacity building alternativa; inoltre, si sosterrà che l'efficacia della tutela degli ecosistemi marini dipenda da una sinergia tra vincoli giuridici, evidenza scientifica e legittimazione sociale, proponendo il bilanciamento tra conservazione ambientale e sviluppo sostenibile come paradigma imprescindibile per la resilienza del Mediterraneo.
