Over the past few decades, Italy’s welfare system has moved from a state-led model to a more local, network-based approach, driven by more complex social needs, limited public resources, and fragmented services. Against this background, this thesis looks at the role of Community Foundations, community philanthropy organisations that can mobilise local resources and strengthen social ties, and how they might support welfare reform in Veneto. The study uses a mixed-methods design, combining a questionnaire with a follow-up interview, to describe these foundations’ key features, resources, and ways of working, and to explore their links with public bodies involved in local welfare governance.
Negli ultimi decenni il welfare italiano si è spostato da un modello centrato sullo Stato a una governance territoriale “a rete”, spinta da bisogni più complessi, risorse scarse e frammentazione degli interventi. In questo quadro la tesi analizza il ruolo delle Fondazioni di Comunità, attori di filantropia comunitaria capaci di mobilitare risorse locali e costruire capitale sociale, e il loro possibile contributo ai processi di riforma del welfare in Veneto. La ricerca combina un questionario e un approfondimento qualitativo tramite intervista, con l’obiettivo di ricostruire caratteristiche, risorse e modalità operative delle Fondazioni e di mettere a fuoco le relazioni con gli attori pubblici della governance territoriale.
