The thesis analyses how banking-origin foundations operate as hybrid actors in local policy-making processes, focusing on the case of Fondazione Compagnia di San Paolo in the city of Turin. Starting from a historical and institutional framing of modern philanthropy and the Italian foundation system, the study interprets banking-origin foundations as the product of a specific institutional trajectory, emerging from the reconfiguration of the relationship between public purposes, patrimonial autonomy, and private governance arrangements. Through a qualitative case study approach and a process-tracing methodology based primarily on documentary sources, the thesis reconstructs the conditions that have enabled Compagnia di San Paolo to operate as a relevant actor within Turin’s urban governance arrangements. The analysis highlights the importance of the territorial context, governance configurations, relational embeddedness, and strategic programming practices in fostering processes of policy shaping. By shifting the focus from project outcomes to governance dynamics, the research contributes to the debate on hybrid organisations, urban governance, and urban regimes, while also highlighting the normative tensions related to the legitimacy, accountability, and democratic control of philanthropic action.
Questa tesi analizza il ruolo delle fondazioni di origine bancaria come attori ibridi nei processi di policy-making locale, concentrandosi sul caso della Fondazione Compagnia di San Paolo nella città di Torino. A partire da un inquadramento storico e istituzionale della filantropia moderna e del sistema italiano delle fondazioni, lo studio interpreta le fondazioni di origine bancaria come il prodotto di una traiettoria istituzionale specifica, caratterizzata dalla progressiva sfumatura dei confini tra pubblico e privato. Attraverso un approccio qualitativo di tipo case study e una metodologia di process tracing, la tesi ricostruisce le condizioni che hanno consentito alla Compagnia di San Paolo di assumere un ruolo strutturalmente rilevante all’interno degli assetti di governance urbana torinesi. L’analisi mette in luce il peso del contesto territoriale, delle configurazioni di governance e delle pratiche di programmazione strategica nel favorire processi di co-produzione delle politiche pubbliche. Spostando l’attenzione dagli esiti progettuali alle dinamiche di governance, la ricerca contribuisce al dibattito su governance ibrida e regimi urbani, evidenziando al contempo le tensioni normative legate alla legittimità, alla responsabilità e al controllo democratico dell’azione filantropica.
