The present thesis analyzes the transformations of tourist flows in Russia following the start of the Russian “special military operation” in Ukraine and the consequent change in the international geopolitical context. The main objective of the work is to examine the impact of these changes on domestic, outbound, and inbound tourism, as well as to evaluate the future development prospects of the Russian tourism sphere in light of state policies of support and strategic reorientation. The first chapter is devoted to the analysis of the theoretical and conceptual framework of tourism, with particular attention to its role in regional development. The main concepts related to the development of tourism activity are also examined, such as destination management, competitiveness, and territorial attractiveness. The second chapter presents an analysis of tourism in Russia starting from the collapse of the Soviet Union, illustrating its historical evolution, the models of tourism management, and the image of Russia as a tourist destination. The first two chapters constitute the theoretical and contextual basis for the third chapter, focused on the empirical analysis of changes in Russian tourist flows from 1991 to the present. Through the use of official statistical data (Rosstat), institutional reports, and analytical sectoral sources, the evolution of domestic, outbound, and inbound tourism in the period considered is examined. Particular attention is devoted to the future development prospects of tourism in Russia, as outlined in the main directions of state policy, with reference to national projects and the territorial development strategies of the country. The quantitative analysis is integrated with qualitative materials, including interviews with experts and a questionnaire survey on the image of Russia as a tourist destination.
La presente tesi analizza le trasformazioni dei flussi turistici in Russia in seguito all’avvio dell’“operazione militare speciale” russa in Ucraina e al conseguente mutamento del contesto geopolitico internazionale. L’obiettivo principale del lavoro è esaminare l’impatto di tali cambiamenti sul turismo interno, outbound e inbound, nonché valutare le prospettive di sviluppo future dell’ ambito turistico russo alla luce delle politiche statali di sostegno e di riorientamento strategico. Il primo capitolo è dedicato all’analisi del quadro teorico e concettuale del turismo, con particolare attenzione al suo ruolo nello sviluppo regionale. Vengono inoltre esaminati i principali concetti legati allo sviluppo della attività turistico, quali il destination management, la competitività e l’attrattività territoriale. Il secondo capitolo presenta un’analisi del turismo in Russia a partire dal crollo dell’Unione Sovietica, illustrandone l’evoluzione storica, i modelli di gestione del turismo e l’immagine della Russia come destinazione turistica. I primi due capitoli costituiscono la base teorica e contestuale per il terzo capitolo, incentrato sull’analisi empirica dei cambiamenti dei flussi turistici russi dal 1991 a oggi. Attraverso l’utilizzo di dati statistici ufficiali (Rosstat), rapporti istituzionali e fonti analitiche di settore, viene esaminata l’evoluzione del turismo interno, outbound e inbound nel periodo considerato. Particolare attenzione è riservata alle prospettive di sviluppo future del turismo in Russia, così come delineate nelle principali direttrici della politica statale, con riferimento ai progetti nazionali e alle strategie di sviluppo territoriale del Paese. L’analisi quantitativa è integrata da materiali qualitativi, tra cui interviste con esperti e un’indagine questionaria sull’immagine della Russia come destinazione turistica.
