This thesis aims to analyse gentrification as a process of urban transformation involving the gradual replacement of residents in working-class neighbourhoods or areas affected by disinvestment with higher-income social groups. As a multidimensional phenomenon, the analysis adopts socio-cultural, political, historical, and economic perspectives, with particular attention to the processes of displacement and social exclusion that emerge as a result. Part of the existing literature acknowledges that these dynamics may generate outcomes perceived as positive in terms of urban regeneration, service provision, and neighbourhood safety, while other perspectives highlight significant critical issues related to class inequalities, exclusion, and marginalisation. Accordingly, the thesis provides an overview of the state of the art, starting from Ruth Glass’s foundational work and tracing the evolution of the concept through the main theoretical debates. The study then approaches gentrification as a multi-actor policy issue, exploring the role of public policies in mitigating negative externalities and in safeguarding the right to housing.
Il presente lavoro di tesi si propone di analizzare il tema della gentrificazione come fenomeno di trasformazione urbana che comporta la graduale sostituzione della popolazione di quartieri popolari, o aree caratterizzate da disinvestimento, con gruppi sociali a reddito più elevato. Trattandosi di un tema multidimensionale l’analisi si sviluppa attraverso prospettive socio-culturali, politologiche, storiche ed economiche, prestando particolare attenzione ai fenomeni di displacement ed esclusione sociale che ne derivano. Una parte della letteratura riconosce che tali dinamiche generino effetti complessivi percepiti come positivi in termini di rigenerazione urbana, servizi e sicurezza, mentre altre prospettive ne evidenziano criticità rilevanti legate a disuguaglianze di classe, esclusione e marginalizzazione. Il lavoro pertanto fornisce una breve trattazione sullo stato dell’arte per avere un quadro teorico della letteratura presente sul tema a partire dalle ricerche di Ruth Glass e ricostruisce l’evoluzione del concetto attraverso i principali dibattiti teorici. Si proseguirà poi ad analizzare la gentrificazione come una questione di policy multi attore, tentando di individuare il ruolo delle politiche pubbliche nella mitigazione delle esternalità negative e nella tutela del diritto ad abitare.
