This thesis analyzes the impact of European banking regulation (from Basel I to IV) and credit desertification on micro and small enterprises in the Veneto region. Utilizing frameworks of multilevel governance, subsidiarity, and social capital, the research investigates the progressive replacement of relationship banking with algorithmic rating models. Through a regulatory analysis and qualitative fieldwork based on semi-structured interviews, the study examines the resilience of local intermediate bodies and Confidi. The findings highlight that reorganizing local governance and adopting alternative financial tools, such as ESG criteria, are crucial to counter the financial citizenship deficit and preserve territorial economic survival.
Questa tesi analizza l'impatto della regolamentazione bancaria europea (da Basilea I a IV) e della desertificazione creditizia sulle micro e piccole imprese del Veneto. Sfruttando i framework della governance multilivello, della sussidiarietà e del capitale sociale, la ricerca indaga la progressiva sostituzione del rating relazionale con modelli algoritmici. Tramite un'analisi normativa e un'indagine qualitativa basata su interviste semistrutturate, lo studio esamina la capacità di resilienza dei corpi intermedi e dei Confidi veneti. I risultati evidenziano come la riorganizzazione della governance territoriale e l'adozione di strumenti finanziari alternativi, come i criteri ESG, siano cruciali per contrastare il deficit di cittadinanza finanziaria dei territori.
