The thesis focuses on the National Strategy for Inner Areas, a multi-year policy intervention launched in 2014 to address the socio-economic disparities affecting the peripheral territories of the Italian Peninsula, particularly the Inner Areas. These areas are characterized by significant marginalization in terms of access to essential services and geographical distance from more developed urban centers. The strategy, conceived with the aim of overcoming the sectoral and vertical approach that had characterized local development policies in previous years, briefly introduced in the thesis itself, has generated an extensive body of literature, especially due to its continuation within the currently active 2021–2027 programming cycle. However, the limited availability of systematic theoretical contributions addressing the National Strategy for Inner Areas as a whole since its inception, particularly regarding the impacts it has produced, provided the basis for the development of this work. The thesis is therefore oriented toward a multidimensional historical and contemporary description of the policy, supported by institutional technical documents and selected scholarly sources, with the aim of highlighting its original foundations, positive aspects, evolutions, and possible dysfunctions.
Il lavoro verte sulla Strategia Nazionale per le Aree Interne, un intervento programmatico pluriennale, originatosi nel 2014 per far fronte alle disparità socio-economiche dei territori periferici della Penisola, in particolare delle Aree interne. Queste ultime sono caratterizzate da una notevole marginalizzazione in termini di accesso ai servizi essenziali e di distanza rispetto ai poli urbani più sviluppati. La strategia, sorta con l'idea di superare la settorialità e la verticalità delle politiche di sviluppo locale degli anni precedenti, brevemente introdotti nella Tesi stessa, presenta una letteratura molto vasta, specialmente per la sua prosecuzione nel ciclo 2021-2027 attualmente in vigore. L'esiguità tuttavia, di contributi teorici sistemici inerenti la generalità della SNAI dal momento di nascita, in particolare per quanto concerne gli impatti generati, ha fornito lo spunto per l'elaborazione del relativo lavoro, orientato ad una descrizione storica e attuale multidimensionale della politica interessata, tramite il supporto di documenti tecnici istituzionali e di fonti letterarie isolate, cercando di evidenziarne le essenze originarie, le positività, le evoluzioni e le eventuali disfunzionalità.
