The main objective of this thesis is to analyse the role that Machine Translation (MT) plays in French administrative contexts, highlighting both its potential and its limitations as a tool for linguistic and cultural mediation for foreign citizens. After tracing the evolution of translation theories, from approaches based on fidelity to those focusing on the function of the text and the needs of the target audience, the study examines the development of MT from its earliest models to the most recent Artificial Intelligence-based technologies, including neural systems and tools such as DeepL and ChatGPT. A comparative analysis is then conducted on the translations produced by MT tools when applied to different types of texts—literary, journalistic, and pragmatic—in order to identify their performance, shortcomings, and key characteristics. The study also focuses on the practical application of these tools to French institutional texts, particularly those published on the Service Public website, from the perspective of real-world use. The findings show that, despite certain weaknesses, MT represents a valuable aid for understanding administrative documents, provided that it is used critically and with appropriate awareness.

Abstract

Machine Translation in Administrative Procedures: Comparative Analysis and Implications for Foreign Users
