Politiche neo-liberali dell'istruzione in Italia nel contesto internazionale: 1980-2025

The work, starting from the turning point in the economic field in the 80s of the last century, analyses the contemporary changes in the educational policies of Western countries, with the transition from a bureaucratic model to post-bureaucratic models, namely that of the quasi-market and that of the evaluating State. After a review of the main reforms in the countries of Anglo-saxon and European area, the process that led in Italy to school autonomy, freedom of parents to choose between schools and the establishment of INVALSI is retraced. Then the effects of the new educational policies on the increase of inequalities between students and schools are analyzed. The work concludes with a case study on the ethnic and social segregation between primary and lower secondary schools in Padua.

La tesi, muovendo dalla svolta in campo economico degli anni ’80 del secolo scorso, analizza i concomitanti cambiamenti nelle politiche dell’istruzione dei Paesi occidentali, con il passaggio da un modello burocratico-professionale a modelli post-burocratici: quello del semi-mercato e quello dello Sato valutatore. Dopo una rassegna delle principali riforme nei Paesi dell’area anglo-sassone ed europea, vien ripercorso il processo che in Italia ha portato all’autonomia delle scuole, alla libertà dei genitori di scegliere fra di esse e all’istituzione dell’INVALSI. Sono quindi analizzati gli effetti delle nuove politiche educative sull’aumento delle diseguaglianze fra gli studenti e le scuole. Il lavoro si conclude con uno studio di caso sulla segregazione etnica e sociale fra le scuole del primo ciclo d’istruzione a Padova.
