This thesis examines the patrimonialisation of the porcelain industry in Jingdezhen and Limoges, two cities where porcelain production is rooted in a long industrial history and remains an important component of local identity. The study adopts a comparative approach combining heritage, legal and institutional analysis in order to examine the mechanisms used to recognise, protect and enhance an industrial heritage characterised by a spatially dispersed operational chain and by the continued existence, in varying forms, of certain productive functions. The Limoges case reveals a dissociation between productive unity, heritage unity and legal unity. The different protection mechanisms address the material, territorial and productive components of the porcelain industry separately, without any overarching mechanism fully coordinating them. In Jingdezhen, the coexistence of multiple mechanisms is accompanied by a more integrated form of coordination across different levels of public action, supported in particular by local rule-making authority and territorial management instruments. This coordination does not, however, eliminate the tensions between material conservation, the transformation of industrial sites, and the preservation or transmission of productive functions. The comparison therefore shows that both cases display forms of institutional fragmentation. Their main difference lies less in the existence of separate mechanisms than in their capacity to be articulated within a coherent heritage policy.

Ce mémoire étudie la patrimonialisation de l’industrie porcelainière à Jingdezhen et à Limoges, deux villes où la production de porcelaine s’inscrit dans une histoire industrielle de longue durée et occupe une place importante dans l’identité locale. L’étude adopte une approche comparative croisant analyse patrimoniale, juridique et institutionnelle afin d’examiner les dispositifs mobilisés pour reconnaître, protéger et valoriser un patrimoine industriel caractérisé par une chaîne opératoire spatialement dispersée et par la persistance, sous des formes variables, de certaines fonctions productives. Le cas de Limoges met en évidence une dissociation entre unité productive, unité patrimoniale et unité juridique. Les différents dispositifs de protection saisissent séparément les composantes matérielles, territoriales ou productives de la filière, sans qu’un mécanisme transversal n’en assure pleinement la coordination. À Jingdezhen, la superposition des dispositifs s’accompagne d’une coordination plus intégrée entre les différents niveaux d’action publique, notamment grâce au pouvoir normatif local et à des instruments de gestion territoriale. Cette coordination ne supprime toutefois pas les tensions entre conservation matérielle, transformation des sites et maintien ou transmission des fonctions productives. La comparaison montre ainsi que les deux cas connaissent des formes de fragmentation institutionnelle. Leur principale différence réside moins dans l’existence de dispositifs distincts que dans leur capacité à être articulés au sein d’une politique patrimoniale cohérente.
