In order to overcome the necessary improvement of the available mobile operators' resources, different approaches were studied, focusing the attention in the implementation of Heterogeneous Networks. Inter-Cell Interference is one of the most important aspects to manage to achieve that goal. In this work a Gibbs-Based Algorithm is implemented to minimize the interference between the cells of a HetNet. Some results are presented under different conditions of load, mobility and QoS requirements

Abstract
