In spite of the universality of the human rights, a single model of democracy or participatory process is not thinkable. So, in order to effectively implement the participation rights, a case by case approach is suggested. The electoral observation can be a powerful tool for this approach, provided that it is not a simple activity of fraud detection or validation of results, but it is a support for a critical analysis of the possible weaknesses of the process. The aim is not only to improve the technical aspects of the democracy and democratisation, but to create and spread as well a locally grown, and therefore sustainable on the long run, culture of democracy and participation.
