Community cooperatives as possible drivers for local development in marginalized areas: the case of BorghiIN Network by Confcooperative Abruzzo

Around 60% of the Italian territory is characterised by small centres, situated in remote zones, with very difficult access to essential services, like hospitals and health centres, schools and collective mobility (Osti, 2020). During the last decades, these places have faced a continuous strategic, political and cultural disinvestment, becoming the scenario of increasing territorial inequalities and even more complex contradictions (Carrosio, 2019). Therefore, emerged what De Rossi (2018) calls the contrast between the Italy of “fullness” and that of “emptiness”. The Italy of the margins, in contrast with the rich, high-speed and highly supplied urban centres. The inner and fragile areas of Italy where territorial inequalities and asymmetries of opportunities concentrates the most. (De Rossi, p. 7, 2018). In this research we wanted to explore whether community cooperatives could be a possible driver for development in these marginalised areas. In particular, we focused on the experience of BorghiIN by Confcooperative, a network of community cooperatives in the Abruzzo Region. Using the software Iramuteq we analysed 23 projects written by the cooperatives. The aim was to understand (1) whether the main topics and discourses that we found in the projects have characteristics in line with the literature and (2) if we can find the premises for collaboration, and innovation, and therefore the existence of the network.

Circa Il 60& del territorio italiano è caratterizzato da piccoli centri, situati in zone remote, con difficoltà d’accesso ai servizi essenziali, come sanità, istruzione e mobilità collettiva (Osti, 2020). Durante gli ultimi decenni, questi posti hanno subito un continuo, strategico, politico e culturale disinvestimento, diventando così lo scenario di sempre più crescenti disuguaglianze territoriali e complesse contraddizioni (Carrosio, 2019). Per questo motivo, è emerso quello che De Rossi (2018) chiama il contrato tra l’Italia dei “pieni” e quella dei “vuoti”. L’Italia dei margini, in contrasto con i centri urbani, ricchi, velocissimi e sempre forniti. Le aree interne e fragili dell’Italia, dove le disuguaglianze territoriali e le asimmetrie di opportunità si concentrano di più (De Rossi, 2018). In questa ricerca esplorativa abbiamo cercato di capire se le cooperative di comunità potessero essere un possibile driver di sviluppo in queste aree marginali. In particolare, ci siamo focalizzati sull’esperienza della rete BorghiIN sviluppata da Confcooperative: rete di cooperative di comunità in Abruzzo. Grazie al software Iramuteq, abbiamo potuto analizzare 23 progetti scritti dalle cooperative. L’obiettivo era quello di capire (1) se i principali temi e discorsi che troviamo nei progetti hanno caratteristiche in linea con la letteratura sul tema e (2) se ci sono le premesse per collaborazioni e processi di innovazione, e quindi per l’esistenza della rete stessa.
