This dissertation project aims at understanding whether the case study in object, namely the Veneto Region, has provided any contribution to the policy process leading to the adoption of the new EU Multiannual Financial Framework 2021-2027, having an active or, rather, a passive role during the whole policy-making phase. After a preliminary presentation of the theoretical framework and of the existing literature on the topic, the study will be conducted through the analysis of reference documentation and interviews with key stakeholders which have been directly or indirectly involved in the process. A specific focus will be put, throughout the whole thesis, on the analysis of the role of regions as active players in the European arena in a Multilevel Governance perspective, as well as on the main policy features of the new European long-term budget and programming period. The main argument made in this research is that the Veneto Region has been, on the one hand, a policy taker at the European level with respect to the policy process leading to the whole Multiannual Financial Framework 21-27. On the other hand, the Region has also played the role of policy shaper towards the Cohesion Policy and related funds under shared management.

Il presente progetto di tesi mira a comprendere se il caso di studio in oggetto, ovvero la Regione Veneto, abbia fornito un contributo al processo politico che ha portato all'adozione del nuovo Quadro Finanziario Pluriennale dell'UE 2021-2027, avendo un ruolo attivo o, piuttosto, passivo durante l'intera fase di policy-making. Dopo una presentazione preliminare del quadro teorico e della letteratura esistente sul tema, lo studio sarà condotto attraverso un'analisi della documentazione di riferimento e interviste con i principali stakeholder che sono stati direttamente o indirettamente coinvolti nel processo. Nel corso dell'intera tesi, un focus specifico sarà posto sull'analisi del ruolo delle regioni quali attori protagonisti nell'arena europea in una prospettiva di Multilevel Governance, nonché sulle principali caratteristiche politiche del nuovo bilancio europeo a lungo termine e del nuovo periodo di programmazione. La tesi principale sostenuta in questa ricerca è che la Regione Veneto sia stata, da un lato, un policy taker a livello europeo per quanto riguarda il processo politico che ha portato all'intero Quadro Finanziario Pluriennale 21-27. Per contro, la Regione ha svolto anche un ruolo di policy shaper nei confronti della Politica di Coesione e dei relativi fondi a gestione concorrente.
