Il modo di regolazione come vantaggio competitivo dello sviluppo regionale: Veneto ed Emilia Romagna alla prova nell'era post-Covid.

The thesis is a comparison by context of two cases: Veneto and Emilia Romagna. In particular, it will compare the ways of regulation of the two local contexts and how these produce an advantage or disadvantage in responding to the current challenges launched by the European Union, in light of the recovery from the Covid-19 pandemic. In this respect, a comparison between the two new regional programmes 2021-2027 was necessary. The hypothesis proposed by this research work maintains that the Emilia-Romagna regulatory system has the most adequate tools to respond to the new challenges of Europeanisation and, above all, to embrace the immense possibilities that these represent. These reasons are historically detectable and in the new programmes it will be noted, moreover, if on the one hand Emilia Romagna has been able to respond to the challenge of sustainability and if, on the other hand, in view of the great opportunity offered, there is a change of course in the classic programming of Veneto.

La tesi consiste in una comparazione per contesti di due casi: il Veneto e l'Emilia Romagna. In particolare, si andrà a comparare i modi di regolazione dei due contesti locali e come questi producano un vantaggio o uno svantaggio nel rispondere alle attuali sfide lanciate dall'Unione Europea, in vista della ripresa dalla pandemia da Covid-19. A tal riguardo, si è resa necessaria la comparazione tra le due nuove programmazioni regionali 2021-2027. L'ipotesi avanzata da tale lavoro di ricerca sostiene che il modo di regolazione dell'Emilia Romagna abbia gli strumenti più adatti per rispondere alle nuove sfide dell'europeizzazione e soprattutto per cogliere l'immensa possibilità che queste rappresentano. Tali ragioni sono storicamente rilevabili e nella nuova programmazione si rileverà, inoltre, se da una parte l'Emilia Romagna è stata capace di rispondere alla sfida delle sostenibilità e se, dall'altra, in vista della grande opportunità offerta, vi è un cambio di rotta nella classica programmazione del Veneto.
