GOVERNANCE EUROPEA MULTILIVELLO PER LE ENERGIE RINNOVABILI: LE COMUNITA' ENERGETICHE

How to self-produce energy and be eco-sustainable and environmentally friendly at the same time all together? This is the basic question that I have asked myself in the face of the numerous energy crises in recent years. The outbreak of the war in Ukraine in February 2022 and the consequent increase in energy costs, the echo of the water crisis that gets stronger every year. All this has a very strong and direct impact on our lifestyle as well. Starting from the purchasing power that is reduced day by day, to the significant and visible reduction of available resources and the risk of depending on people who could in some way undermine our economy for their particular interest. This is why this work aims, through cooperation that goes beyond individual sectors, to be an example of how intersectoral cooperation for a democratic production of clean energy is the solution to be able to break free and achieve full autonomy in the energy field. We will go and see what the problems related to the world of energy actually are and could be, we will see how the problem has been dealt with at European level over the years, how it is currently being tackled and how it will be tackled in the future and with which legislative instruments. We will also go to deepen what are the energy communities with their potential advantages for the citizens belonging to and their different implementations in European countries, with a particular focus especially on Italy and its regions which do not respond equally to the challenges. posed by the environment and structural needs, all due to their great historical-socio-cultural differences.

Come autoprodursi l’energia ed essere allo stesso tempo ecosostenibili ed ecocompatibili tutti insieme? Questa è la domanda di fondo che mi sono posto a fronte delle numerose crisi energetiche degli ultimi anni. Lo scoppio della guerra in Ucraina nel febbraio del 2022 ed il conseguente aumento dei costi dell’energia, l’eco della crisi idrica che ogni anno si fa sempre più forte. Tutto questo ha un impatto molto forte e diretto anche nel nostro stile di vita. A partire dal potere d’acquisto che si riduce di giorno in giorno, alla riduzione importante e visibile delle risorse disponibili ed al rischio di dipendere da persone che potrebbero in qualche modo minare la nostra economia per un loro particolare interesse. Ecco che questo lavoro vuole, attraverso una cooperazione che va al di là dei singoli settori, essere un esempio di come la cooperazione intersettoriale per una produzione democratica dell’energia pulita sia la soluzione per riuscire a svincolarsi e raggiungere la piena autonomia nel campo energetico. Andremo a vedere quali effettivamente sono e potrebbero essere i problemi legati al mondo dell’energia, andremo a vedere come a livello europeo si è affrontato il problema negli anni, di come lo si affronta attualmente e di come lo si affronterà in futuro e con quali strumenti legislativi. Andremo inoltre ad approfondire quelle che sono le comunità energetiche con i loro potenziali vantaggi per i cittadini appartenenti e le loro diverse implementazioni nei paesi Europei, con un particolare sguardo rivolto soprattutto all’Italia ed alle sue regioni le quali non rispondono in modo uguale alle sfide poste dall’ambiente e dalle esigenze strutturali a causa delle loro grandi differenze storico-socio-culturali.
