Innovation and public policy: co-funded projects by the EU Erasmus+ programme

The purpose of this thesis is to examine the role of innovation within a specific branch of EU public policy: education and training. The Erasmus+ program, which supports education, training, youth and sports, was considered. Two European projects co-financed by the Erasmus+ program were analyzed in order to investigate the innovative aspects found in both their theoretical and concrete implementation, particularly in strengthening youth employment. The thesis is divided into three parts. The first part focuses on explaining what is meant by innovation and its role in public policy. A theoretical review of European policies to support youth employment is also emphasized, which is the second element of analysis. Innovation and youth employment should be able to enhance each other, and the Erasmus+ program is seen by this thesis as a fruitful space for this encounter. The second part will present the research design and methodology used to conduct the investigation of this topic. Finally, in the central part of this thesis, the role of innovation in supporting youth employment through the education sector of European policies was analyzed, basing the investigation on two projects co-funded by Erasmus+.

Lo scopo di questa tesi è esaminare il ruolo dell'innovazione all'interno di un ramo specifico della politica pubblica dell'UE: l'istruzione e la formazione. E' stato preso in considerazione il programma Erasmus+, il quale sostiene l'istruzione, la formazione, la gioventù e lo sport. Sono stati analizzati due progetti europei cofinanziati dal program Erasmus+ al fine di indagare gli aspetti innovativi riscontrati sia nella loro attuazione teorica che in quella concreta, in particolare nel rafforzamento dell'occupazione giovanile. La tesi è suddivisa in tre parti. La prima parte si concentra sulla spiegazione di cosa si intende per innovazione e del suo ruolo nelle politiche pubbliche. Viene inoltre sottolineata una rassegna teorica delle politiche europee a sostegno dell'occupazione giovanile, le quali costituiscono il secondo elemento di analisi. L'innovazione e l'occupazione giovanile dovrebbero essere in grado di valorizzarsi a vicenda e il programma Erasmus+ è visto da questa tesi come uno spazio proficuo per questo incontro. La seconda parte presenterà il disegno di ricerca e la metodologia utilizzata per condurre l'indagine su questo tema. Infine, nella parte centrale di questa tesi, è stato analizzato il ruolo dell'innovazione nel sostenere l'occupazione giovanile attraverso il settore dell'istruzione delle politiche europee, basando l'indagine su due progetti cofinanziati da Erasmus+
