This work investigates the possible repercussions of the lack of involvement of regions and local authorities in the formulation and implementation of the Italian Recovery and Resilience Plan. In order to do this, it focuses on a case study: the implementation in Veneto of a specific line of action of the Italian Recovery and Resilience Plan dedicated to nurseries and kindergartens. After having outlined the analytical framework of the thesis and the motivations at the basis of the case study selected, the work, following the phases of the Public Call, analyzes the implementation of the intervention of the Plan which aims at increasing the educational offer for children from 0 to 6 years of age.the call and the needs and the social and legal characteristics of the Region.
