My dissertation aims to analyse the implementation of the EU policies of the European Green Deal, proposed by the von der Leyen Commission in December 2019, in the Member States. To narrow my research down I focused on the energy and climate policies and the responses of Germany and Italy toward them. I made a comparison both among the European Union and each Member State and among the two countries, adopting a top-down Europeanisation approach. In particular, I took into consideration the structured definition of Radaelli and the classification of Börzel about the Member States’s responses in the European policy- making, which differentiates among pace-setting, foot-dragging and fence-sitting. The final objective of my research is assessing the different strategies used by Italy and Germany in their own Integrated National energy and climate plan for the implementation of the EU energy and climate policies and their tendencies toward the EU sustainable policies.
