The study aims to explore Labour market mismatch in the Veneto region, Italy. The occupational mismatch not only affects Italian firms but also the area of Active Labour policies. Through the bibliographic investigation and the internship experience, it has been proved that Employment Services have difficulties in finding new users willing to attend upskilling and reskilling courses. Furthermore, there are less employment success possibilities of the people considered more vulnerable (women and young people in particular). Without claiming to be exhaustive, the research project systematizes the strengths and critical points of Employment Services through the non-standard approach. The semi-structured interviews with 5 social workers and 10 users allowed us to develop a SWOT analysis of the "GOL Workers' Employability Guarantee Program", mastering aspects such as the contemporary plurality of meanings attributed to work and the related expectations regarding the use of offered services. The main evidence demonstrates that PAL's paths are inserted in a context that is poorly innovative on a managerial level. Due to the reduced ability to grasp the complexity of users' needs and simplify their resolution, they are weakly attractive and arouse distrust in users further away from the labour market, reducing the effectiveness of the principles of Social Investment (SI). Finally, particular attention is paid to the concept of well-being, evoked several times during the interviews when referring to work.
L’elaborato intende esplorare il fenomeno del disallineamento tra la domanda e l’offerta di lavoro nel territorio della Regione del Veneto. Il mismatch non solo colpisce le imprese ma anche l’ambito delle Politiche Attive del Lavoro (PAL). Attraverso la ricognizione bibliografica e l’esperienza di tirocinio, è stata infatti riscontrata una difficoltà degli Enti accreditati ai Servizi per il Lavoro nel reperire nuovi utenti disponibili a frequentare un percorso di riqualificazione professionale e un minor successo occupazionale delle persone considerate più vulnerabili (donne e giovani in particolare). Senza pretesa di esaustività, il progetto di ricerca sistematizza i punti di forza e le criticità dei Servizi per il Lavoro attraverso l’approccio non standard. Le interviste semi-strutturate a 5 Operatori e 10 utenti hanno permesso di elaborare un’analisi SWOT del “Programma Garanzia di Occupabilità dei Lavoratori GOL”, approfondendo aspetti come la pluralità contemporanea di significati attributi al lavoro e le relative aspettative riguardo la fruizione dei servizi offerti. Le principali evidenze dimostrano che i percorsi di PAL si inseriscono in un contesto scarsamente innovativo sul piano manageriale. A causa della ridotta capacità di cogliere la complessità dei bisogni degli utenti e a semplificarne la risoluzione, essi sono debolmente attrattivi e destano diffidenza negli utenti più distanti dal mercato del lavoro, riducendo l’efficacia dei principi del Social Investment (SI). Viene, infine, posta particolare attenzione al concetto di benessere, evocato più volte nel corso delle interviste mentre ci si riferisce al lavoro.
