In Italy, youth policy is a recently developed area of policy marked by significant fragmentation and heterogeneity. Currently, there is no legal framework on the subject, and legislative competence is shared between the Central government and the Regions. Therefore, a wide range of youth representations and intervention methods are observed across the country. In decision-making processes, the role of young people is relegated to a purely consultative function, with little genuine effort from governmental bodies to actively engage them. Moreover, especially among the very young, there is a high rate of disinterest in political issues and a sense of disillusionment with the initiatives promoted. By virtue of this widespread feeling, this research intends to investigate the phenomenon in greater depth by focusing on a specific local context. The objective is to understand how young people perceive public policies dedicated to them and to what extent they are aware of the services available where they live. The study adopts a purely qualitative approach, concentrating specifically on the municipality of Moncalieri, a town in Turin's first urban belt. Moncalieri was chosen because it is an interesting case study as it shows a certain dynamism and proactive efforts in promoting youth policies as well as distinctive responsiveness to the needs of the younger generations.
In Italia, le politiche giovanili sono un settore di policy di recente sviluppo con una composizione altamente frammentata ed eterogenea. Al momento, non esiste un quadro legge in merito e la competenza legislativa è concorrente tra il Governo Centrale e le Regioni. Sul territorio nazionale, quindi, si identificano rappresentazioni giovanili e modalità di intervento molto diversificate tra di loro. Nei processi decisionali, il ruolo dei giovani è relegato a una funzione prettamente consultiva senza che vi sia un vero e proprio sforzo di coinvolgimento da parte degli organi governativi. Inoltre, soprattutto tra i giovanissimi, si riconosce un alto tasso di disinteresse per le questioni politiche e un certo grado di disillusione per le iniziative promosse. In virtù di questo sentimento diffuso, la presente ricerca intende andare a indagare il fenomeno più a fondo prendendo in esame uno specifico contesto territoriale. L’obiettivo infatti è quello di comprendere la percezione che i giovani possiedono delle politiche pubbliche a loro dedicate e il grado di conoscenza dei servizi a loro rivolti nel luogo in cui vivono. L’indagine è di natura prettamente qualitativa e ha interessato in particolare il comune di Moncalieri, città della prima cintura urbana torinese. Quest’ultimo è stato ritenuto un interessante caso studio in quanto riporta una certa vitalità ed intraprendenza nella promozione delle politiche giovanili nonché un peculiare ascolto dei bisogni espressi dalle nuove generazioni.
