A gap analysis for the implementation of the Regulation (EU) 2023/1115 in Italy

The European Union (EU) imports a significant amount of agricultural raw materials, which poses a significant risk of global deforestation. As one of the main importers in Europe, Italy also bears great responsibility regarding the risks associated with deforestation. To address this issue, the EU has recently approved the Regulation (EU) 2023/1115, which prohibits the sale or export of seven raw materials and their derived products unless they are deforestation-free, produced in accordance with relevant laws, and accompanied by a due diligence statement. This thesis aims to study the gaps in the implementation and the impacts of Regulation (EU) 2023/1115 in Italy. To conduct this research, interviews were conducted with relevant industry associations to examine the level of awareness among stakeholders and understand the risks and challenges in implementing the regulation.

L'Unione Europea (UE) importa una quantità significativa di materie prime agricole che comporta un rischio significativo di deforestazione a livello mondiale. Essendo uno dei principali importatori in Europa, l'Italia ha anche una grande responsabilità nei confronti dei rischi legati alla deforestazione. Per affrontare questo problema, l'UE ha recentemente approvato un Regolamento sui prodotti liberi da deforestazione, che vieta la vendita o l'esportazione di sette materie prime e dei loro prodotti derivati a meno che non siano privi di deforestazione, prodotti in conformità alle leggi pertinenti e accompagnati da una dichiarazione di dovuta diligenza. Questa tesi si propone di studiare le lacune nell'attuazione e gli impatti del Regolamento (UE) 2023/1115 in Italia. Per condurre questa ricerca, sono state effettuate interviste presso associazioni di categorie rilevanti al fine di esaminare il grado di conoscenza degli attori interessati e comprendere i rischi e le difficoltà nell'implementazione del regolamento.
