The present thesis addresses the issue of the possible inclusion of the role of the manager of preventive healthcare professions in the Italian Ministry of Health. Through a thorough analysis of the regulatory and organizational framework, it examines the current situation, highlighting the absence of this figure within the Ministry, despite its importance in the field of healthcare professions. The research is based on a detailed legal examination, including the main existing health laws regulating the sector, ministerial decrees defining the organization of the Ministry of Health, policy directives, circulars, and the Integrated Activity and Organization Plan (IAOP). The results highlight the lack of the manager of preventive healthcare professions. Following the analysis of the results, it is suggested that this role could be placed in specific offices within the central General Directorates and, particularly, in peripheral offices, in close collaboration with other healthcare professionals, contributing specifically to the performance of technical-healthcare activities. The opportunity for master's degree graduates of the 4th class to be included in Health Management is emphasized, a category that already includes other healthcare figures. The Conclusions summarize the results, emphasizing the importance of including the manager of preventive healthcare professions and suggesting future research directions and possible practical applications. The thesis aims to contribute to the development of healthcare professions and the promotion of preventive health policies, providing a detailed framework and a basis for further discussions and actions in the field of public health.
La presente tesi affronta la questione del possibile inserimento del ruolo del dirigente delle professioni sanitarie della prevenzione nel Ministero della Salute italiano. Attraverso un'analisi approfondita del quadro normativo e organizzativo, si esamina la situazione attuale, evidenziando l’assenza di questa figura all'interno del Ministero, nonostante la sua importanza nell'ambito delle professioni sanitarie. La ricerca si basa su una disamina normativa dettagliata, comprendente le principali normative di diritto sanitario vigenti che regolamentano il settore, i decreti ministeriali che definiscono l’organizzazione del Ministero della Salute, gli atti di indirizzo, le circolari e il Piano Integrato di Attività e Organizzazione (PIAO). I risultati mettono in luce la mancanza del dirigente delle professioni sanitarie della prevenzione. A seguito dell’analisi dei risultati, si suggerisce che il dirigente delle professioni sanitarie della prevenzione potrebbe trovare collocazione in alcuni specifici uffici nelle Direzioni generali a livello centrale, e, in maniera particolare, negli uffici periferici, a stretto contatto con altre professionalità sanitarie, contribuendo in nello specifico allo svolgimento delle attività di natura tecnico-sanitaria. Si sottolinea l'opportunità di comprendere il laureato magistrale della 4 classe nella Dirigenza Sanitaria, cui già appartengono altre figure sanitarie. Le Conclusioni sintetizzano i risultati, sottolineando l'importanza dell'inserimento del dirigente delle professioni sanitarie della prevenzione e suggerendo future direzioni di ricerca e possibili applicazioni pratiche. Lo studio di tesi si propone di contribuire allo sviluppo delle professioni sanitarie e alla promozione di politiche sanitarie preventive, fornendo un quadro dettagliato e una base per ulteriori discussioni e azioni nel campo della salute pubblica.
