Access to care represents a crucial aspect in defining the exigibility of the right to health for all citizens, and in particular for those in more difficult situations. In spite of the unanimous acknowledgement of the right to health as fundamental, absolute, incompressible and universal, guaranteed to all without any distinction, in spite of the legislative provisions, the duties of the state and the models of intervention provided, it happens that there are people, already on the margins, who risk being excluded from it. The Hospital Social Service is called more and more often to solve the problem of hospitalized patients who at the time of discharge are unable to take advantage of post-hospital social health care, due to what are framed as "administrative problems" and in particular because they lack a registered residence, they are "forced" to inappropriate prolonged hospitalizations or discharges in unsuitable conditions and places.
L’accesso alle cure costituisce un aspetto cruciale nel definire l’esigibilità del diritto alla salute per tutti i cittadini, ed in particolare per coloro che sono in situazioni di maggiore difficoltà. Nonostante l'unanime riconoscimento del diritto alla salute come fondamentale, assoluto, incomprimibile e universale, garantito a tutti senza distinzioni, nonostante le previsioni normative, i doveri dello Stato e i modelli di intervento previsti, accade che vi siano persone, già ai margini, che rischiano di esserne escluse. Il Servizio Sociale Ospedaliero è chiamato sempre più spesso a risolvere il problema dei pazienti ricoverati che al momento delle dimissioni non potendo usufruire di un assistenza socio sanitaria post ospedaliera, a causa di quelle che vengono inquadrate come “problematiche amministrative” ed in particolare in quanto privi di una residenza anagrafica, sono "costrette" a inappropriati ricoveri prolungati o a dimissioni in condizioni e luoghi non idonei.
