Drones are versatile devices, used in many different ways to simplify and speed up tasks that previously had to be done manually with great expenditure of time and money. Since their inception, drones have been used as a means of training military pilots. Over the years, the design of these devices in the civil sector has focused both on amateur and cinematographic use and on carrying out industrial inspections, photogrammetry, mapping, thermographic controls. The aim of this paper is to propose a reflection on the use of drones, as an economic means, useful for the process of renewal of the Italian cadastral system. The main evolutionary steps that led from the formulation of the basic theoretical concepts used in the field of Topography, Photogrammetry and Cadastre to the technology used with the arrival of compact drones are described. The thesis is structured in two main blocks. The first part is focused on the illustration of the conceptual aspects related to the following topics: Aircraft systems for remotely piloted vehicles (RPAS); Geomatics; Photogrammetry; Historical evolution of the cadastre and cartography; The second part, of a practical nature, describes the various phases of work addressed, regarding the experimental application of RPAS technology for the updating of cadastral cartography. In particular, the following work steps are discussed: • Framing of the study area; • Tools used for surveying; • On-site survey procedure; • Data processing; • Production / updating of cadastral cartography. At the end of the thesis work, the results obtained in this experimentation are reported, with particular regard to the balance of timing and precision that characterize the models obtained from the ways in which they can be used and implemented, highlighting the advantages offered by drones as a valid support to aerial photogrammetry, and cadastral mapping, being much cheaper and more desirable tools than classic airline flights.
I droni sono dispositivi versatili, utilizzati in molti modi diversi per semplificare e velocizzare quelle attività che prima dovevano essere svolte manualmente con grande dispendio di tempo e denaro. Fin dalla loro nascita i droni sono stati utilizzati come mezzo di addestramento dei piloti militari. Andando avanti con gli anni, la progettazione di questi dispositivi in ambito civile, si è focalizzata sia sull’utilizzo amatoriale e cinematografico sia sullo svolgimento d’ispezioni industriali, fotogrammetria, mappatura, controlli termografici. Il presente lavoro si pone come obiettivo quello di proporre una riflessione sull’utilizzo dei droni, come mezzo economico, utile al processo di rinnovamento del sistema catastale italiano. Vengono descritti i principali passaggi evolutivi che hanno portato dalla formulazione dei concetti teorici di base utilizzati nel campo della Topografia, della Fotogrammetria e del Catasto alla tecnologia utilizzata con l’arrivo dei droni compatti. La tesi è strutturata in due blocchi principali. La prima parte è incentrata sull’illustrazione degli aspetti concettuali inerenti i seguenti argomenti: I sistemi aeromobili per veicoli a pilotaggio remoto (SAPR); La Geomatica; Fotogrammetria; Evoluzione storica del catasto e della cartografia; La seconda parte di carattere pratico descrive le varie fasi di lavoro affrontate, riguardo all’applicazione sperimentale della tecnologia SAPR per l’attività di aggiornamento della cartografia catastale. In particolare vengono discusse le seguenti fasi di lavoro: Inquadramento dell’area di studio; Strumenti utilizzati per il rilievo; Procedura di rilievo in situ; Elaborazione dei dati; Produzione / aggiornamento della cartografia catastale. A conclusione del lavoro di tesi svolto, si riportano i risultati ottenuti in questa sperimentazione, con particolare riguardo al bilancio delle tempistiche e delle precisioni che caratterizzano i modelli ottenuti dalle modalità secondo cui questi possono essere utilizzati e implementati, evidenziando i vantaggi offerti dai droni come valido supporto alla fotogrammetria aerea, e alla mappatura catastale, essendo strumenti molto più economici e appetibili dei classici voli aerei.
