The right to education is the key to a better life for every child and the foundation of any strong society - yet far too many children - including those with disabilities - are still being left behind. To remedy this situation, Côte d'Ivoire has undertaken to place inclusive education at the heart of its national policy. This study shows that the articulation between international legal commitments guaranteeing the education of children with disabilities and the national policy of the State of Côte d'Ivoire suffers some limitations. The indicators analysed nevertheless reveal efforts made by the Ivorian Government. Cote d'Ivoire has acceded to most of the international and regional instruments guaranteeing the right to education for children with disabilities and has undertaken to transpose them by adopting relevant national laws and policies. However, these apparent normative guarantees are seriously undermined by the non-completion of the regulatory process and the lack of technical skills. This formal rather than pragmatic effectiveness inevitably makes it difficult to satisfy the standards of inclusive education for children with disabilities. Moreover, functional effectiveness is hampered by significant lack of human and material resources. To this end, measures to strengthen implementation are recommended to better guarantee the inclusion of all children with disabilities in the education system in Côte d'Ivoire.
