After decades of industrial textile production, the site has been abandoned since the early 2000s. In this period, environmental characterization and remediation activities began, to counteract contamination of the aquifers by organo-chlorinated solvents. The area in question is located in the upper Venetian plain. Below the ground level there are three aquifer systems: 1. The first, of the phreatic type, is located up to a depth of 20 m from the ground level; and is directly connected to the sub-channel flows of the Timonchio Torrent. 2. The second aquifer, which constitutes the main hydrostructure, is of the confined type and has a bottom located approximately 60 m from the ground floor: it is separated from the first circulation by predominantly clayey horizons, which make up a sort of aquitard; 3. The third saturated horizon rests on the pre-Quaternary bedrock, positioned about 110 m from ground level. corresponding to the Tertiary sandstones. The technical analyzes conducted on the site comply with the legal provisions set out in Part Four, Title V of Legislative Decree 152/06 as amended: the interventions originate from the technical checks with which the space-time evolution of the contaminants is being observed ( primarily PCE) detected both in the aquifer and in correspondence with the unsaturated compartment. In addition to the safety actions, still in operation today via a hydraulic barrier, in-situ remediation technologies have been applied to promote the reductive dechlorination of the solvents, found with different concentrations within the entire alluvial series. In this territorial context, very complex from a technical and procedural point of view, the role of Risk Analysis is more relevant than ever for the environmental purposes of the rehabilitation. In 2015, the authorities responsible for controlling the operations approved the environmental and health risk analysis, which decreed, in accordance with the law, the state of contamination of the site and the consequent need for remediation. Since then, the Owner, although blameless for the contamination, has undertaken further exploration to refine the characterization of the subsoil, as well as interventions for the implementation of safety measures and for the in-situ remediation of the polluted aquifers. The knowledge framework has therefore evolved in light of further geological, hydrogeological and chemical data acquired in the meantime. In recent times, given the positive environmental results achieved, the Owner has promoted a building redevelopment plan for the entire complex, in order to be able to reuse the surfaces for the intended uses permitted by current urban planning instruments. From this perspective, the revision of the Risk Analysis discussed in this thesis constitutes an opportunity for methodological in-depth study and technical updating: in the last 8 years, in fact, not only the evolution of the reference protocols and guidelines in matter of AdR but also important developments of site-specific knowledge, which bring the local conceptual model to a greater level of significance.
Dopo decenni di produzione industriale tessile il sito è dismesso dai primi anni 2000. In questo periodo iniziano le attività di caratterizzazione ambientale e di bonifica, per contrastare una contaminazione degli acquiferi da parte dei solventi organo-clorurati. L’area in esame si colloca nell’Alta pianura Veneta. Al di sotto del piano campagna si trovano tre sistemi acquiferi: 1. Il primo, di tipo freatico, si colloca fino a profondità di 20 m da p.c; e risulta connesso direttamente ai flussi di subalveo del Torrente Timonchio. 2. Il secondo acquifero, che costituisce l’idrostruttura principale, è di tipo confinato e presenta un bottom situato a circa 60 m da p.c.: esso è separato dalla prima circolazione da orizzonti prevalentemente argillosi, che compongono una sorta di acquitardo; 3. Il terzo orizzonte saturo poggia sul bedrock pre-quaternario, posizionato a circa 110 m da p.c. in corrispondenza alle arenarie terziarie. Le analisi tecniche condotte nel sito ottemperano i dettami di legge di cui alla Parte Quarta, Titolo V del D. Lgs. 152/06 s.m.i.: gli interventi traggono origine dalle verifiche tecniche con cui si sta osservando l’evoluzione spazio-temporale dei contaminanti (in primo luogo PCE) rilevati sia in falda che in corrispondenza al comparto insaturo. Oltre alle azioni di messa in sicurezza, a tutt’oggi in esercizio per tramite di una barriera idraulica, sono stati applicate tecnologie di remediation in-situ, per favorire la declorazione riduttiva dei solventi, rinvenuti con differenti concentrazioni entro l’intera serie alluvionale. In questo contesto territoriale, assai articolato sotto il profilo tecnico e procedurale, il ruolo dell’Analisi del Rischio è quanto mai rilevante per le finalità ambientali del risanamento. Nel 2015 le Autorità preposte al controllo delle operazioni hanno approvato l’Analisi del rischio ambientale e sanitaria, che ha decretato ai sensi di legge lo stato di contaminazione del sito e la conseguente esigenza di bonifica. A partire da allora la Proprietà, ancorchè incolpevole della contaminazione, ha dato corso ad ulteriori prospezioni per l’affinamento della caratterizzazione del sottosuolo, oltre ad interventi per l’implementazione della messa in sicurezza e per la bonifica in-situ degli acquiferi inquinati. Il quadro di conoscenza si è dunque evoluto alla luce di ulteriori dati geologici, idrogeologici e chimici, nel frattempo acquisiti. In epoca recente, stanti i positivi risultati ambientali conseguiti, la Proprietà ha promosso un piano di riqualificazione edilizia dell’intero compendio, al fine di poter rifruire delle superfici per le destinazioni d’uso consentite dagli strumenti urbanistici vigenti. In quest’ottica, la revisione della Analisi del Rischio discussa in questa tesi, costituisce una occasione di approfondimento metodologico e di aggiornamento tecnico: negli ultimi 8 anni, infatti, si rilevano non solo l’evoluzione dei protocolli di riferimento e delle linee guida in materia di AdR ma anche importanti sviluppi di conoscenza sito-specifica, che portano il modello concettuale locale ad un maggiore livello di significatività.
