Worldwide, transgender people are thought to be a minority population subject to discrimination from society. They are vulnerable to discrimination, sexually transmitted illnesses (including HIV), unemployment, a lack of social networking opportunities, and many other issues due to a lack of awareness about their rights. Nguyen Anh Tri, a member of parliament, presented a proposal to the Standing Committee of the National Assembly on April 10, 2023. The proposal, which sought to create a new law that would allow people to change their gender identity and desire a different identity than the one they were born with, marks a significant step towards a more inclusive society. This study examines the potential of this law regarding the aspect of social inclusion of the transgender community. Surveys and interviews will be conducted to gain insights into the expectations of Vietnamese in general and the experiences of transgender individuals and their close circle in particular. A comparative analysis of Thai and Chinese legislation offers perspectives on potential challenges that Vietnam may face and strategies to overcome them. This research sought to provide an overview for developing further policy recommendations that would promote social inclusion and improve transgender rights in Vietnam.
