This thesis explores the figure of Livio Tovini, a clerical-fascist politician frequently overlooked by historiography. Through a detailed biographical analysis, the work reconstructs Tovini’s life and career, placing them within the context of the historical, political, and social transformations that shaped Italy from the late 19th century to the first half of the 20th century. Tovini’s career is investigated from the family and educational background, with particular attention to the role of his father, Giuseppe Tovini, central figure of the Catholic intransigentism in Brescia. From his youth, Livio actively involved in the Catholic movement, emerging as a prominent exponent of local Catholic action, especially in Valle Camonica. His contribution is evident in the cultural, economic, and social progress of the region. Tovini’s entry into the Chamber of Deputies marks a crucial point in his political career. Initially, he attempts to reconcile Catholic intransigence with the country's modernization needs. However, his path evolves into a form of opportunism that leads him to continuously shift his positions and clash with former allies, culminating in his adhesion to fascism and subsequent expulsion from the Italian Popular Party. Despite his active role during the fascist legislatures and his appointment as a senator, Tovini becomes increasingly indebted and isolated, dying in solitude and remembered by only a few. Using unpublished archival sources and a rigorous biographical methodology, the thesis aims to restore historical dignity to Livio Tovini and provide a new perspective on his figure, clarifying the dynamics that contributed to his marginalization from historical memory.
La presente tesi esplora la figura di Livio Tovini, un politico clerico-fascista frequentemente ignorato dalla storiografia. Attraverso un’analisi biografica dettagliata, il lavoro ricostruisce la vita e l’opera di Tovini, collocandole nel contesto delle trasformazioni storiche, politiche e sociali che hanno segnato l’Italia tra la fine dell’Ottocento e la prima metà del Novecento. Il percorso di Tovini è indagato a partire dal contesto familiare e formativo, con particolare attenzione al ruolo del padre, Giuseppe Tovini, figura centrale dell’intransigentismo cattolico bresciano. Fin dalla gioventù, Livio si impegna attivamente nel movimento cattolico, emergendo come esponente di spicco dell’azione cattolica locale, soprattutto in Valle Camonica. Il suo contributo si manifesta nel progresso culturale, economico e sociale del territorio camuno. L’ingresso di Tovini alla Camera dei deputati segna una tappa cruciale nella sua carriera politica. Inizialmente, cerca di conciliare l’intransigentismo cattolico con le esigenze di modernizzazione del Paese. Tuttavia, il suo percorso evolve in un trasformismo che lo porta a modificare continuamente le sue posizioni e a scontrarsi con vecchi alleati, culminando nell’adesione al fascismo e nella successiva espulsione dal Partito Popolare Italiano. Nonostante il suo ruolo attivo durante le legislature fasciste e la nomina a senatore, Tovini si trova progressivamente indebitato e isolato, morendo in solitudine e venendo ricordato solo da pochi. Utilizzando fonti archivistiche inedite e una rigorosa metodologia biografica, la tesi mira a restituire dignità storica a Livio Tovini e a offrire una nuova prospettiva sulla sua figura, chiarendo le dinamiche che hanno contribuito alla sua emarginazione dalla memoria storica.
