This academic study provides a comparative analysis of two Israeli airstrikes, Operation Opera and Operation Orchard. In both attacks, Israel carried out the strikes on the grounds that there were Weapons of Mass Destruction efforts in enemy territory. Both strikes were carried out under the Begin Doctrine, the security doctrine developed by Israel. The aim of this study is to analyze these attacks, question their success and investigate their legitimacy. Finally, it aims to determine the contribution of both attacks to nuclear nonproliferation. The analysis of these preemptive strikes underscores the basic principles of the Begin Doctrine, which gives priority to the prevention of potential nuclear threats to Israel. In addition, the strikes highlight the complex dynamics of regional and international relations that shaped these strategic decisions. Key keywords such as “preemptive strike” “security doctrine” and “nonproliferation” are key to understanding Israel’s perspective on these actions. Qualitative research methods were used in this study. In addition to primary sources such as speeches, newspaper reports and intelligence reports, expert opinions and reports of international organizations were used as sources. Furthermore, the strikes emphasize the complex dynamics of regional and international connections that influenced these strategic decisions. Key terms like “preemptive strike,” “security doctrine,” and “nonproliferation” are essential for understanding Israel's position on these activities. This study was conducted using qualitative research methodologies. In addition to primary source material such as speeches, media reports and intelligence reports, expert opinions and publications from international organizations were used as sources. This analysis highlights the long-term influence of such acts on the broader nonproliferation discussion by highlighting the delicate balance between national security imperatives and global efforts to stop the proliferation of nuclear weapons. Keywords: Preemptive strike, Begin Doctrine, security doctrine, nuclear nonproliferation, Al-Kibar Nuclear Power Plant, Osiraq Nuclear Power Plant, nuclear threat prevention, national security, nuclear proliferation, NPT Treaty.
