This thesis explores the role of active participation among the elderly in defining their needs and desires, with particular reference to individuals over 74 in the Forcellini neighborhood of Padua. The primary objective of the research was to understand, through a participatory approach, how the elderly perceive their self-sufficiency, support network, and daily needs, while also giving them the opportunity to express aspirations and proposals to improve life in the neighborhood. In this context, the participation of the elderly was seen not only as a data collection exercise but also as a tool for empowerment and social inclusion. The investigation was conducted on a sample of 562 elderly individuals, selected in collaboration with the Social Services Office of the Municipality. Data were collected through a structured questionnaire administered during home visits, which included both closed-ended questions to gather standardized information and open-ended questions to allow participants to freely and in more detail express their opinions and experiences. With 230 questionnaires collected, the results highlighted that the perception of self-sufficiency, although influenced by physical factors, is strongly tied to emotional and psychological dimensions. Many elderly people, despite physical limitations, consider themselves self-sufficient, while others, although physically capable of managing their daily lives, feel vulnerable or dependent. The research also explored the support network of the elderly, emphasizing the predominant and irreplaceable role of the family network, while highlighting that, even with support, emotional loneliness remains a significant issue. Furthermore, there is a widespread desire for social interaction and new gathering spaces, but in practice, this is often limited by the sense of shame the elderly feel due to their physical and cognitive decline. In conclusion, the thesis emphasizes the importance of a participatory approach in the planning of social services, where the voice of the elderly is valued not only to understand their practical needs but also to capture the desires and expectations that can improve their well-being. Through the active participation of the elderly, active aging policies can become more inclusive and oriented toward building cohesive communities, capable of responding effectively to the real needs of the elderly population.
