This master's thesis aims to explore the topic of sustainable energy communities, with particular attention to their dissemination and implementation in the Emilia-Romagna region. The work begins with an overview of the regulations governing energy communities at a European, national and regional level and their transposition in the Italian context, with particular reference to the national legislative decrees and regulations that facilitate their implementation. At regional level, the thesis examines the specific regulatory framework adopted by Emilia-Romagna to incentivise the creation of energy communities, with the aim of reducing CO2 emissions and increasing energy production from renewable sources. A focal point of the analysis concerns the recent call for proposals promoted by the Emilia-Romagna Region, financed with European funds, aimed at supporting innovative projects for the development of local energy communities. Through the analysis of this call for proposals, the economic and technical opportunities offered to municipalities, businesses and citizens wishing to participate in energy communities are examined, highlighting the access requirements and the ways in which European funds can be used. The thesis concludes with a critical reflection on the economic, environmental and social benefits of energy communities, focusing on the data analysis of the winners of the call and their potential in contributing to the sustainable energy transition in the Emilia-Romagna region.
Questa tesi magistrale si propone di esplorare il tema delle comunità energetiche sostenibili, con particolare attenzione alla loro diffusione e implementazione nella regione Emilia-Romagna. Il lavoro inizia con una panoramica delle normative che regolano le comunità energetiche a livello europeo, nazionale e regionale e il recepimento di questa direttiva nel contesto italiano, con particolare riferimento ai decreti legislativi e regolamenti nazionali che ne agevolano l'implementazione. A livello regionale, la tesi esamina il quadro normativo specifico adottato dall'Emilia-Romagna per incentivare la creazione di comunità energetiche, con l'obiettivo di ridurre le emissioni di CO2 e aumentare la produzione di energia da fonti rinnovabili. Un punto focale dell'analisi riguarda il recente bando promosso dalla Regione Emilia-Romagna, finanziato con fondi europei, finalizzato a sostenere progetti innovativi per lo sviluppo delle comunità energetiche locali. Attraverso l'analisi di questo bando, si esaminano le opportunità economiche e tecniche offerte ai comuni, alle imprese e ai cittadini che intendono partecipare alle comunità energetiche, evidenziando i requisiti di accesso e le modalità di utilizzo dei fondi europei. La tesi si conclude con una riflessione critica sui benefici economici, ambientali e sociali delle comunità energetiche, focalizzandosi sull'analisi dei dati dei vincitori del bando e sul loro potenziale nel contribuire alla transizione energetica sostenibile nella regione Emilia-Romagna.
