A territorial perspective on educational policies in Kazakhstan. The role of local authorities in the implementation of social inclusion measures

Multilevel management and educational policy in Kazakhstan represent an important area of public administration, which requires continuous improvement and adaptation to modern conditions. One of the key directions of reforming the educational system is decentralisation of management, which implies the transfer of some powers and responsibilities from central to regional and local authorities. Education policy in Kazakhstan has undergone significant changes since independence. Centralised management has long remained the backbone of the education system, which did not always allow for effective resolution of regional problems and consideration of local peculiarities. In recent years, efforts to decentralise education management have become one of the key areas of reform. The subject of the study encompasses the formulation, implementation, and outcomes of public policies related to education and social inclusion in Kazakhstan. The research delve into the multifaceted dimensions of public policy frameworks and their implications for educational equity and social cohesion within diverse local contexts across Kazakhstan.
