Azerbaijan's economy has experienced significant growth in the past decade, resulting in notable progress in reducing poverty. However, there are still disparities, particularly between the oil-rich capital and the rest of the country, as well as between urban and rural areas. The government places great importance on economic diversification, which is also a key aspect of the ongoing negotiations for a comprehensive bilateral agreement and the Eastern Partnership (EU). This is crucial for ensuring economic resilience in the region, as emphasized in the review of the European Neighbourhood Policy (ENP). The EU intends to continue supporting Azerbaijan's economic diversification by increasing its assistance to the Lankaran-Astara Economic Region. The aim is to promote local socio-economic development and bridge the gap between Baku (capital) and other parts of the country. This research includes the process of developing a plan for the Lerik district, its methodology, as well as the assessment of the economic, social, and environmental situation in the region within the framework of the technical support project funded by the European Union in the region. The paper comprises four chapters, addressing regional and local development concepts, methodology, the case study, and implications of findings. The plan adopts a multi-scalar approach, acknowledging global trends alongside national and local specificities. This comprehensive perspective aims to expedite the district's socio-economic development and ensure its long-term viability through the efficient utilization of its resources. Pioneering such a development plan within the country, this initiative holds immense value in fostering knowledge exchange within the field. It presents a unique opportunity to showcase innovative approaches and conduct a thorough evaluation of strengths and weaknesses, potentially serving as a valuable blueprint for future endeavours.
