This study aims to investigate the Latin America and the Caribbean (CELAC) dimension of the European Union’s (EU) Science, Technology, and Innovation (STI) policies, focusing on the evolution of the STI cooperation between these regions. It begins by analyzing the EU's political strategy for internationalizing its research efforts beyond Member States, using Science Diplomacy as a conceptual framework. Focusing on CELAC countries, the study provides an overview of EU-CELAC joint efforts in STI, identifying and discussing their core objectives and priority knowledge areas over time. The research examines the EU’s Framework Programmes (FPs) and their engagement with CELAC countries, specifically within FP7, Horizon 2020, and Horizon Europe, with a particular interest on the involvement of Brazil and sustainable development practices. The methodology includes a detailed analysis of project data from the European Commission’s Horizon Europe dashboard and the Community Research and Development Information Service (CORDIS), focusing exclusively on the latest FP projects involving Brazil. A regional analysis will highlight the key Brazilian states and macro-regions involved in EU-funded projects, as well as the types of organizations most engaged and the major type of action/funding schemes. Additionally, a textual analysis will identify the main research themes and activities involving Brazilian organizations within the FPs. To provide practical insights, two case studies of projects engaging Brazil will be evaluated, assessing their objectives, structures, and outcomes.
Questo studio mira a indagare la dimensione dell’America Latina e dei Caraibi (CELAC) nelle politiche dell’Unione Europea (UE) in materia di Scienza, Tecnologia e Innovazione (STI), concentrandosi sull’evoluzione della cooperazione STI tra queste regioni. Lo studio inizia analizzando la strategia politica dell’UE per internazionalizzare i suoi sforzi di ricerca al di là degli Stati Membri, utilizzando la Diplomazia Scientifica come quadro concettuale. Con un focus sui paesi della CELAC, il lavoro offre una panoramica degli sforzi congiunti UE-CELAC nel campo della STI, identificando e discutendo i loro obiettivi principali e le aree prioritarie di conoscenza nel tempo. La ricerca esamina i Framework Programme (FP) dell’UE e il loro coinvolgimento con i paesi della CELAC, in particolare nell’ambito del FP7, Horizon 2020 e Horizon Europe, con un’attenzione specifica al coinvolgimento del Brasile e alle pratiche di sviluppo sostenibile. La metodologia comprende un’analisi dettagliata dei dati sui progetti provenienti dal dashboard Horizon Europe della Commissione Europea e dal Community Research and Development Information Service (CORDIS), focalizzandosi esclusivamente sui progetti più recenti dei FP che coinvolgono il Brasile. Un’analisi regionale metterà in evidenza i principali stati brasiliani e le macro-regioni coinvolte nei progetti finanziati dall’UE, nonché i tipi di organizzazioni più impegnate e i principali schemi di azione/finanziamento. Inoltre, un’analisi testuale identificherà i principali temi di ricerca e le attività che coinvolgono organizzazioni brasiliane all’interno dei FP. Per fornire spunti pratici, saranno valutati due studi di caso di progetti che coinvolgono il Brasile, analizzandone obiettivi, strutture e risultati.
