Citizen participation in policy-making processes (particularly in the field of territorial policies) has had many limitations over the years. This is why new forms of political participation have developed, aimed at going beyond the traditional merely consultative one. In this sense, the concepts of co-creation and co-production have developed, which refer to the collaboration between different actors - local realities, universities, institutions, etc. - in the design and implementation of territorial policies. This thesis aims to investigate what is meant by co-creation and co-production and uses Quarticciolo - a suburb of Rome - as a case study in order to understand whether it is possible to speak of such processes in this area and, in any case, what alternative of ‘doing politics’ it represents. In fact, Quarticciolo is distinguished by a strong self-organisation and the experience of the Neighbourhood Laboratory, a tool that represents a constant collaboration between the university and local realities in order to promote an integrated local development based on the desires and needs expressed by the neighbourhood and its planning capabilities.
La partecipazione dei cittadini ai processi di policy making (in particolare nell'ambito delle politiche territoriali) ha presentato molti limiti nel corso degli anni. Per questo motivo si sono sviluppate nuove forme di partecipazione politica, volte a superare quella tradizionale meramente consultiva. In questo senso si sono sviluppati i concetti di co-creazione e co-produzione che fanno riferimento alla collaborazione tra attori diversi - realtà locali, università, istituzioni etc. - nello sviluppo delle politiche territoriali. Questa tesi è volta ad indagare cosa si intende per co-creazione e co-produzione e utilizza come caso studio il Quarticciolo - quartiere periferico di Roma - per comprendere se è possibile parlare di tali processi in quest'area e, in ogni caso, che alternativa di 'fare politica' essa rappresenta. Il Quarticciolo infatti si distingue per una forte auto-organizzazione e per l'esperienza del Laboratorio di Quartiere, uno strumento che rappresenta una collaborazione costante tra l'università e le realtà locali al fine di promuovere uno sviluppo locale integrato basato sui desideri e bisogni espressi dal Quartiere e sulle sue capacità progettuali.
