In health companies, the analysis of workloads and personnel needs are two important themes that have their roots with Legislative Decrees. 29/1993 "Rationalisation of the organisation of public administrations and review of the discipline in matters of public employment" then repealed by Legislative Decree 165/2001 in which the organisational structures of the public administration are established. Subsequently, the Delegation Law 165/2015, which entered into force with a specific Legislative Decree, in art. 6 introduced the organisation of the offices and the staffing requirements in order to optimise the use of available public resources and to pursue objectives of organisational performance, efficiency, economy and quality of services to citizens. At present, the National Recovery and Resilience Plan (PNRR) focusses, among the various mandates, on the mission no. 6 "Health" in which the improvement of the delivery and monitoring capacities of the Essential Levels of Assistance (LEA) and the strengthening of the skills of the human capital of the National Health System (SSN) is pursued. This document, in line with what has just described, aims to propose an organisational analysis of the Prevention Hygiene and Safety Service in Workplaces (SPISAL) in order to determine the minimum endowment of the figure of the technical personnel of prevention in workplaces and environments. The purpose is to obtain a proposal for the minimum endowment of the technical personnel of prevention in the places and environments of the SPISAL Service through the analysis of the processes and subprocesses of the activities of the technical personnel establishing an average time for individual activity. This paper will also make it possible to optimise the allocation of resources, considering economic efficiency and productive effectiveness, and is also fundamental for the distribution of workloads.
Nelle aziende sanitarie l’analisi dei carichi di lavoro e del fabbisogno del personale sono due temi di rilievo che affondano le proprie radici con D.lgs. 29/1993 “Razionalizzazione dell’organizzazione delle amministrazioni pubbliche e revisione della disciplina in materia di pubblico impiego” abrogato poi dal D.lgs. 165/2001 nel quale vengono stabiliti gli assetti organizzativi della pubblica amministrazione. In seguito, la Legge delega 165/2015, entrata in vigore con apposito D.lgs., all’art. 6 ha introdotto l’organizzazione degli uffici e il fabbisogno di personale allo scopo di ottimizzare l'impiego delle risorse pubbliche disponibili e di perseguire obiettivi di performance organizzativa, efficienza, economicità e qualità dei servizi ai cittadini. Allo stato attuale il Piano Nazionale Ripresa e Resilienza (PNRR) si pone come obiettivo, tra i tra le varie mandati, la missione n. 6 “Salute” nella quale si persegue il miglioramento delle capacità di erogazione e monitoraggio dei Livelli Essenziali di Assistenza (LEA) e il rafforzamento delle competenze del capitale umano del Sistema Sanitario Nazionale (SSN). Questo documento, in linea con quanto appena descritto, si pone come obiettivo quello di proporre un’analisi organizzativa del Servizio Prevenzione Igiene e Sicurezza negli Ambienti di Lavoro (SPISAL) al fine di determinarne la dotazione minima della figura del personale tecnico della prevenzione nei luoghi e negli ambienti di lavoro. Lo scopo è quello di ricavare una proposta per la dotazione minima del personale tecnico della prevenzione nei luoghi e negli ambienti di lavoro del Servizio SPISAL attraverso l’analisi dei processi e i sottoprocessi delle attività del personale tecnico stabilendo un tempo medio per singola attività. Il presente elaborato permetterà, inoltre, di ottimizzare l’allocazione delle risorse, considerando l’efficienza economica ed efficacia produttiva, e risulta fondamentale anche per la distribuzione dei carichi di lavoro.
