With Regulation 2017/625/EU, the EU legislator defined the role of the official auxiliary, assigning various tasks under the responsibility and supervision of the official veterinarian. The activity of the official assistant is complementary, aimed at supporting the official veterinarian in carrying out official control activities and other official tasks, considering the increasing complexity of regulations, which not only leads to an increase in workloads but also necessitates the expansion of interdisciplinary knowledge and skills. Therefore, with the dual aim of providing both documented procedures and a clear tool to enable uniform inspections, it is considered useful to make available a photographic guide, supported by field experience, which addresses the main issues encountered during ante-mortem and post-mortem inspection activities at poultry slaughterhouses. To this end, photographic surveys were carried out during official controls at two poultry (broiler) slaughterhouses in an AULSS (Local Health Authority) in Veneto, along with an anatomical-pathological diagnosis and an inspection report. Currently, in Italy, the role of the official auxiliary is performed by prevention technicians, limited to specific tasks (such as sampling, some audit-related activities, and official controls in some registered facilities), as well as by freelance veterinarians, present in certain local health authorities. In any case, ante-mortem and post-mortem inspections remain the exclusive competence of veterinarians, even when the competent authority relies on official assistants to compensate for staffing shortages. As this is a dissertation aimed at drafting a practical manual for the official auxiliary, it does not have formal conclusions as such. The purpose and effort of the work lie in properly structuring the guide and collecting as much iconography as possible, with the possibility of creating an open archive that – by definition – can be progressively filled in its gaps and enriched.
Con il Regolamento 2017/625/UE, il legislatore unionale ha definito la figura dell’assistente ufficiale, alla quale ha attribuito diversi compiti sotto la responsabilità e sotto la supervisione del veterinario ufficiale. L’attività dell’assistente ufficiale si configura come complementare, al fine di coadiuvare il veterinario ufficiale nello svolgimento delle attività di controllo ufficiale e delle altre attività ufficiali, alla luce della sempre maggiore complessità normativa, dalla quale deriva non solo un aumento dei carichi di lavoro, ma anche la necessità di ampliare conoscenze e competenze interdisciplinari. Pertanto, con il duplice scopo di fornire sia procedure documentate sia uno strumento chiaro che renda possibile effettuare controlli in maniera uniforme, si ritiene utile rendere disponibile una guida fotografica, corroborata dall’esperienza in campo, in cui siano presenti le principali problematiche che si incontrano durante le attività ispettive ante mortem e post mortem presso i macelli avicoli. A tal fine, sono stati effettuati rilievi fotografici durante il controllo ufficiale presso due macelli avicoli (macellazione di polli da carne) di un’AULSS del Veneto, unitamente a una diagnosi anatomo-patologica e al giudizio ispettivo. Allo stato attuale, in Italia la figura dell’assistente ufficiale è svolta sia dai tecnici della prevenzione, limitatamente ad alcuni compiti (ad esempio, campionamenti, alcune attività inerenti agli audit, controlli ufficiali in alcune strutture registrate), sia da veterinari liberi-professionisti, presenti in alcune aziende sanitarie locali. In ogni caso, l’ispezione ante mortem e post mortem resta esclusiva competenza veterinaria anche nei casi in cui l’autorità competente si avvale di assistenti ufficiali per sopperire alle carenze di personale strutturato. Trattandosi di un lavoro di dissertazione svolto ai fini della redazione di un manuale pratico per l’assistente ufficiale, non ha delle vere e proprie conclusioni in quanto tale. Lo spirito e lo sforzo del lavoro si trovano nell’impostare correttamente la guida e raccogliere tutta la possibile iconografia, con la possibilità di creare un archivio aperto, che – per definizione – può essere di volta in volta colmato nelle sue lacune e arricchito.
