This thesis explores the impact of Regional Innovative Networks (RIR) in the promotion of innovation among Small and Medium Enterprises (SMEs) in Veneto, in the context of the European Union's Smart Specialisation Strategy (S3). Through a qualitative and descriptive approach, the research analyses the mechanisms of RIR implementation, highlighting the crucial role of collaboration between enterprises, universities, research centres and public institutions when they collaborate within an innovation-friendly environment. The comparison with the Basque (Spain) and Occitania (France) regions allows the identification of best practices in the allocation of European funds (ERDF) to support regional innovation. The results show that RIR foster technology transfer and SME competitiveness, but face significant challenges such as dependence on public funding and management complexity. The thesis proposes recommendations for improving the efficiency of RIRs, including financing alternatives, strengthening governance and internationalisation. The aim is to offer indications to optimise regional policies in support of innovation, ensuring sustainable and inclusive development for the entrepreneurial fabric in Veneto.
