The proposed thesis aims to analyze the complex relationship between tourism, luxury and sustainability within the territory of the Region of Sardinia, analyzing the historical evolution of the sector and the impact of legal regulations on the organization of the territory. In the first part, the birth and development of tourism on the island is outlined, highlighting how historical roots and socio-economic transformations have influenced tourism demand and supply. In particular, the phenomenon of luxury tourism is explored, discussing its potential as an engine of sustainable growth and as a builder of new cultural geographies. In the second part, the Sardinian legal system is examined, with a focus on regional legislation and policies implemented to ensure balanced management of natural and cultural heritage. Through case studies, key aspects such as the tourist luxury tax, coastal construction and the impact of second homes are analyzed. Finally, a reflection is offered on the potential for reforming public administration, with the aim of promoting a more sustainable and inclusive tourism model that can preserve Sardinia's cultural identity.
La tesi proposta ha come obiettivo l'analisi del complesso rapporto tra turismo, lusso e sostenibilità all'interno del territorio della Regione Sardegna, analizzando l'evoluzione storica del settore e l'impatto delle normative giuridiche sull'organizzazione del territorio. Nella prima parte, si delinea la nascita e lo sviluppo del turismo nell'isola, evidenziando come le radici storiche e le trasformazioni socio-economiche abbiano influenzato la domanda e l'offerta turistica. Si approfondisce, in particolare, il fenomeno del turismo di lusso, discutendo il suo potenziale come motore di crescita sostenibile e come costruttore di nuove geografie culturali. Nella seconda parte, si esamina l'ordinamento giuridico sardo, con un focus sulla legislazione regionale e le politiche attuate per garantire una gestione equilibrata del patrimonio naturale e culturale. Attraverso casi studio, vengono analizzati aspetti chiave come la tassa sul lusso turistico, l'edilizia costiera e l'impatto delle seconde case. Infine, si propone una riflessione sulle potenzialità di riforma dell'amministrazione pubblica, con l'obiettivo di promuovere un modello turistico più sostenibile e inclusivo, in grado di preservare l'identità culturale della Sardegna.
