This thesis will deal with my experience as an intern at the municipal technical office of Caltanissetta (CL), directorate III urban planning - mobility. I was given the opportunity to independently write and conduct a project capable of revitalizing public transportation in my city through the renewal of information and consultative methods to include the citizenry in the writing of a further future project, tailor-made for my city. the purpose of the project is therefore to empower the citizenry through these activities, as well as a modernization of information designed to be user friendly. The physical output of my research will be precisely a problem tree generated from the interaction with the various local communities, along with the analysis of the meetings held in school and religious facilities in the area. During this experience, I became acquainted with the unwritten rules governing the management of municipal administrative apparatuses, the relationship between the technical department and politics, as well as those local characteristics that are typical of the Sicilian hinterland and that modified my initial plan based on a very rosy and naive vision of reality. In this thesis I want to report how the lessons related to project design and community engagement models were applied to the local context of my city, reporting how and when these specificities emerged, and how they influenced my vision of local development. The thesis will include an introduction of the situation in which I found myself working, particularly with regard to public transportation (the central topic of the project) and the conceptual framework I plan to use in the data analysis; a central part outlining the implementation of the project itself, divided by activity; analysis of the data collected and creation of a problem tree, an objective tree, and a possible strategy for implementing the same.
La tesi tratterà della mia esperienza come tirocinante presso l'ufficio tecnico comunale di Caltanissetta (CL), direzione III urbanistica - mobilità. Mi è stata data la possibilità di scrivere e condurre in autonomia un progetto capace di rilanciare il trasporto pubblico della mia città attraverso il rinnovamento dell'informazione e delle modalità consultive per includere la cittadinanza nella scrittura di un ulteriore progetto futuro, creato su misura per la mia città. lo scopo del progetto è dunque quello di responsabilizzare la cittadinanza attraverso queste attività, oltre ad un ammodernamento dell'informazione pensato per essere user friendly. L'output fisico della mia ricerca sarà appunto un problem tree generato dall'interazione con le varie comunità locali, insieme all'analisi degli incontri svolti nelle strutture scolastiche e religiose del territorio. Durante questa esperienza ho conosciuto le norme non scritte che regolano la gestione degli apparati amministrativi comunali, le relazioni tra ufficio tecnico e politica, oltre a quelle caratteristiche locali tipiche dell'entroterra siciliano e che hanno modificato il mio piano iniziale basato su una visione molto rosea ed ingenua della realtà. In questa tesi voglio riportare come gli insegnamenti relativi al project design ed ai modelli di coinvolgimento comunitari sono stati applicati al contesto locale della mia città, riportando come e quando queste specificità siano emerse, e come hanno influenzato la mia visione dello sviluppo locale. La tesi comprenderà un'introduzione della situazione nella quale mi sono trovato ad operare, in particolare in merito al trasporto pubblico (topic centrale del progetto) ed al conceptual framework che ho intenzione di utilizzare nell'analisi dei dati; una parte centrale che illustra l'implementazione del progetto stesso, diviso per attività; analisi dei dati raccolti e creazione di un problem tree, un objective tree e una possibile strategia di implementazione dello stesso.
