Migrazione, politiche locali e gestione della diversità: per un’analisi del sistema di accoglienza dei minori stranieri non accompagnati nella Provincia di Trento

This paper analyses the phenomenon of unaccompanied foreign minors (MSNA), with a specific focus on the reality of the Autonomous Province of Trento. After a general overview of the Italian context, including the legal framework, numerical data, and the main areas of origin, the main objective is to explore the reception policies addressed to this fragile category, highlighting both its strengths and criticalities. Particular attention is devoted to the role of the province in the organisation and delivery of reception services. The analysis also explores the distinction between public and private facilities, in collaboration with the third sector, as well as the dynamics of socio-educational communities. Through these realities, testimonies were collected from the professional figures involved. A central element of the research is the direct listening to the experiences of minors, with the aim of understanding their resilience strategies and their relationship with institutions. The testimonies, acquired through semi-structured interviews, provide a detailed picture of the reception system in Trentino and the operational models adopted. A further objective of the research is to assess the effectiveness of local integration policies, examining how much value is attributed to diversity and whether institutional interventions are based on established theories, good practices or experimental models already adopted elsewhere. Finally, a mention will be made of the transition of minors to adulthood, their exit from the welfare system and the degree of autonomy they have achieved in social, employment and housing terms.

Questo elaborato analizza il fenomeno dei minori stranieri non accompagnati (MSNA), con un focus specifico sulla realtà della Provincia Autonoma di Trento. Dopo una panoramica generale sul contesto italiano, che include il quadro giuridico, i dati numerici e le principali aree di provenienza, l’obiettivo principale è esplorare le politiche di accoglienza rivolte a questa fragile categoria, evidenziandone sia i punti di forza che le criticità. Particolare attenzione è dedicata al ruolo della Provincia nell’organizzazione e nell’erogazione dei servizi di accoglienza. L’analisi approfondisce anche la distinzione tra strutture pubbliche e private, in collaborazione con il terzo settore, nonché le dinamiche delle comunità socioeducative. Attraverso queste realtà, sono state raccolte testimonianze delle figure professionali coinvolte. Un elemento centrale della ricerca è l’ascolto diretto delle esperienze dei minori, con l’obiettivo di comprendere le loro strategie di resilienza e il loro rapporto con le istituzioni. Le testimonianze, acquisite tramite interviste semi-strutturate, offrono un quadro dettagliato sul sistema di accoglienza in Trentino e sui modelli operativi adottati. Un ulteriore obiettivo della ricerca è valutare l’efficacia delle politiche locali di integrazione, esaminando quanto valore venga attribuito alla diversità e se gli interventi istituzionali si basino su teorie consolidate, buone pratiche o modelli sperimentali già adottati altrove. Infine, verrà fatto un accenno sulla transizione dei minori all’età adulta, la loro uscita dal sistema assistenziale e il grado di autonomia raggiunto a livello sociale, lavorativo e abitativo.
