The thesis aims to analyze and study the national discipline related to unions of municipalities in the Italian territory, understanding its strengths and weaknesses, opportunities and future developments. In particular, it will analyze an example of a union of municipalities, the Federation of Camposampierese Municipalities, and the exit of the municipality of Trebaseleghe from it in 2019, investigating its political motivations.
La tesi si propone di analizzare e studiare la disciplina nazionale relativa alle unioni di comuni nel territorio italiano, comprendendone i punti di forza e di debolezza, opportunità e sviluppi futuri. In particolare si analizzerà un esempio di unione di comuni, la Federazione dei Comuni del Camposampierese e l'uscita del comune di Trebaseleghe dalla stessa nel 2019, indagandone le motivazioni politiche.
