The municipal administration has always represented the level of government closest to the citizen, and today it has to keep pace with the sudden changes in society, trying to meet the growing needs of the population. This paper is specifically concerned with analysing the municipal administration of Scorzè, a town in the province of Venice where I grew up, in the period between 1995 and 2024, starting from the first administration elected following the introduction of Law no. 81 of 25 March 1993, which introduced the direct election of the mayor, revolutionising the electoral system, and ending with the current administration. It starts with an analysis of the historical and regulatory context to arrive at a description of the various municipal councils that have succeeded one another, using the prosopographical method, which has also been applied to the figure of the mayor. This reconstruction was also possible thanks to the help of the administration of Scorzè, which granted access to the municipal archives, where it was possible to consult the resolutions and electoral folders for the period of interest. Another valuable contribution was provided by the interviews given by Marcon Nais, the former mayor of Scorzè, and Giovanni Battista Mestriner, the current mayor, who offered direct testimony on past and present events, as well as some reflections on the future of the town. In this regard, again based on the deliberations, it was possible to continue the analysis of the political dynamics and governmental directions followed by the various administrations. Finally, there are some considerations on emerging challenges, accompanied by reflections and perspectives on improving local administration.
L'amministrazione comunale rappresenta da sempre il livello di governo più vicino al cittadino e, ad oggi, si trova a dover stare al passo con i repentini cambiamenti della società, cercando di soddisfare i crescenti bisogni della popolazione. Il presente elaborato si occupa nello specifico di analizzare l'amministrazione comunale di Scorzè, paese in provincia di Venezia in cui sono cresciuta, nel periodo compreso tra il 1995 e il 2024, partendo dalla prima amministrazione eletta a seguito dell'introduzione della Legge 25 marzo 1993, n. 81, che ha introdotto l'elezione diretta del sindaco, rivoluzionando il sistema elettorale, per giungere fino all'attuale amministrazione. Si parte da un'analisi del contesto storico e normativo per arrivare alla descrizione dei diversi consigli comunali che si sono succeduti, utilizzando il metodo prosopografico, che è stato applicato anche alla figura del sindaco. Tale ricostruzione è stata possibile anche grazie all'aiuto dell'amministrazione di Scorzè che ha acconsentito all'accesso all'archivio comunale, dove è stato possibile consultare le delibere e i faldoni elettorali per il periodo di interesse. Un altro contributo prezioso è stato fornito dalle interviste rilasciate da Marcon Nais, ex sindaco di Scorzè, e da Giovanni Battista Mestriner, l'attuale sindaco, che hanno offerto una testimonianza diretta sui fatti passati e presenti, nonché alcune riflessioni sul futuro del paese. A tal proposito, sempre basandosi sulle delibere, è stato possibile proseguire l’analisi delle dinamiche politiche e degli indirizzi di governo seguiti dalle diverse amministrazioni. Infine, sono presenti alcune considerazioni sulle sfide emergenti, accompagnate da riflessioni e prospettive per migliorare l’amministrazione locale.
