LA III LEGISLATURA DELLA REGIONE VENETO. LA PRESIDENZA DI CARLO BERNINI (1980-1985)

From the reports of the III Legislature of the Veneto Regional Council I have reconstructed the priorities pursued by the President of the Council Carlo Bernini, paying attention to his speeches in the Council chamber. Since the first budget forecast, he has been committed to productive activities and credit. He paid great attention and care to relations with the institutions of other Regions and Countries, especially in the Alpine arc during his presidency of the Alpe-Adria Community. The main themes that have been the subject of this work concern the approval of the first socio-health plan, the mountain project, the development of important waterway transport structures, the plan for the main roads, the interventions for the polesine area and the regulation of navigation on Lake Garda. He believed it was important to obtain the widest possible constructive participation of the minority as well. Furthermore, according to Bernini, the implementation of projects such as that of the mountain could be favored by the involvement of citizens and territorial institutions already in the construction phases. His professionalism and competence contributed to the development of Veneto in the Nineties.

Dai resoconti della III Legislatura del Consiglio regionale del Veneto ho ricostruito le priorità perseguite dal Presidente della Giunta Carlo Bernini, ponendo attenzione ai suoi interventi in aula Consiliare. Fin dal primo bilancio di previsione, si è impegnato a favore delle attività produttive e del credito. Il Presidente ha riservato grande attenzione e cura alle relazioni con le istituzioni di altre Regioni e Stati soprattutto dell'arco alpino durante la sua presidenza della Comunità Alpe-Adria. I temi principali che sono stato oggetto di questo lavoro riguardano l'approvazione del primo piano sociosanitario, del progetto montagna, allo sviluppo di importati strutture di trasporto idroviario, del piano per la grande viabilità, gli interventi per l'area polesana e la regolamentazione della navigazione sul lago di Garda. Riteneva importante ottenere la partecipazione costruttiva più ampia possibile anche della minoranza. Inoltre, secondo Bernini, l'attuazione dei progetti come quello della montagna poteva essere favorito dal coinvolgimento dei cittadini e delle istituzioni territoriali già nelle fasi di costruzione. La sua professionalità e competenza hanno contribuito allo sviluppo del Veneto negli anni Novanta.
