In recent decades, academic freedom has become an issue of increasing relevance in the European political and institutional context, assuming a central role in the protection of fundamental rights and democratic values. This research analyzes the response of European institutions (European Commission, European Parliament, Council of Europe, and other higher education organizations) to geopolitical crises, with a particular focus on the Syrian crisis of 2011, and other global emergencies that have impacted the world of academia and the communities that inhabit them, in the countries directly affected and in Europe. This has led not only to practical responses such as the activation of specific programs for at-risk scholars and welcoming measures, but also to redefining, clarifying, and elaborating principled visions related to academic freedom.
Negli ultimi decenni, la libertà accademica è diventata una questione di crescente rilevanza nel contesto politico e istituzionale europeo, assumendo un ruolo centrale nella tutela dei diritti fondamentali e dei valori democratici. Questa ricerca analizza la risposta delle istituzioni europee (Commissione europea, Parlamento europeo, Consiglio d'Europa e altre organizzazioni per l'istruzione superiore) alle crisi geopolitiche, con particolare attenzione alla crisi siriana del 2011, e ad altre emergenze globali che hanno avuto un impatto sul mondo accademico e sulle comunità che lo abitano, nei Paesi direttamente interessati e in Europa. Questo ha portato non solo a risposte pratiche come l'attivazione di programmi specifici per gli studiosi a rischio e misure di accoglienza, ma anche a ridefinire, chiarire ed elaborare visioni di principio relative alla libertà accademica.
