When the assignment of the title of European Capital of Culture was originally proposed, the primary objective was to promote a sense of community among European citizens. However, over time, the potential benefits that this recognition brought to the cities that received it began to emerge. This study examines the nomination of Matera as the European Capital of Culture, announced in 2014 and assigned for the year 2019, and aims to analyze whether, and to what extent, this designation contributed to the transformation of the city. Specifically, the objective is to analyze the impact of this recognition on the increase in tourist flows. From a methodological perspective, the study explores the synthetic control method in detail to clearly outline its application context and provide an accurate causal estimate, taking into account all the warnings and precautions highlighted in the literature. The significance of the estimate will be assessed through placebo tests, pre/post RMPSE ratios, and conditional prediction intervals. Various methods will be employed to evaluate the robustness of the estimate, such as leave-one-out tests, the inclusion of control variables, the restriction of the donor pool under different specifications, and backdating tests. Finally, the estimate obtained with the synthetic control method will be compared to the estimate derived from a recent factor model-based method.
Quando originariamente si propose l’assegnazione del titolo di Capitale della Cultura Europea, l’obiettivo principale era quello di promuovere un senso di comunità tra i cittadini europei. Solo con il tempo, tuttavia, sono emersi i possibili benefici che questo riconoscimento apportava alle città che lo ricevevano. Questo studio prende in esame la nomina di Matera come Capitale Europea della Cultura, annunciata nel 2014 e assegnata per l’anno 2019 e si propone di analizzare se, e in quale misura, tale nomina abbia contribuito alla trasformazione della città. In particolare l’obiettivo è analizzare l’impatto di questo riconoscimento sull’aumento dei flussi turistici. A livello metodologico si vedrà nel dettaglio il metodo del controllo sintetico, al fine di delinearne chiaramente il contesto applicativo per poter fornire una stima causale accurata considerando tutti gli avvertimenti e le precauzioni riscontrate nella letteratura. Si valuterà la significatività della stima tramite i test placebo, i rapporti pre\post RMPSE e tramite intervalli di previsione condizionali. Si adopereranno diversi metodi, come i test leave-one-out, l’inclusione di variabili di controllo, la restrizione del donor pool secondo diverse specificazioni e il test del backdating per valutare la robustezza della stima. Infine si confronterà la stima ottenuta con i l metodo del controllo sintetico con la stima ottenuta con un recente metodo basato sul modello fattoriale.
