This thesis describes the work carried out to develop a plan for computerizing the process of collecting the need for biomedical equipment (FAB) in a hospital, following all its phases: from the request for biomedical technologies to the proposal of inclusion for their purchasing in the Acquisition Plan. The FAB project, carried out during the internship at the Clinical Engineering Office of ULSS 9 Scaligera, aims to develop a software platform to be integrated into the corporate Intranet of ULSS 9, replacing the current procedure based on PDF (generated from paper documents) exchanged via mail. Two routes have been identified to manage the collection of biomedical technology needs: one for planned requests (generating the replacement/implementation plan of the technology park) and one for urgent requests (to cope with unforeseen events such as replacements for unrepairable failures and to respond to sudden needs). For both these streams it is possible to proceed in online and offline mode. The planned route is started in the last months of the year thus facilitating budget planning for the following year. Instead, the urgent route allows for handling extraordinary requests outside the annual programming period. The objective of FAB is not only to define and computerize the flows of requests for requirements, but also to create a repository of all requests and all opinions related to the authorizations necessary to bring a request to be satisfied. Subsequently, this database can be used to generate reports to support the strategic planning and evaluations of the Strategic Direction.
In questa tesi si descrive il lavoro compiuto per sviluppare un piano di informatizzazione del processo di raccolta del fabbisogno di apparecchiature biomedicali (FAB) seguendo tutte le sue fasi: dalla richiesta di tecnologie biomedicali fino alla proposta di inserimento del loro acquisto nel Piano di Acquisizione (PA). Il progetto FAB, realizzato durante il tirocinio compiuto presso l’Ufficio di Ingegneria Clinica (UIC) dell’ULSS 9 Scaligera, mira a sviluppare una piattaforma software da integrare nell’Intranet aziendale dell’ULSS 9, sostituendo l'attuale procedura basata su PDF (generati da documenti cartacei) scambiati via mail. Sono stati individuati due percorsi per gestire le raccolta del fabbisogno di tecnologie biomedicali: uno per le richieste programmate (che generano il piano di sostituzione/implementazione del parco tecnologico) ed uno per le richieste urgenti (per far fronte agli imprevisti come sostituzioni per guasti non riparabili e per rispondere ad un improvviso fabbisogno). Per entrambi questi flussi è possibile procedere sia in modalità online che offline. Il percorso programmato viene avviato negli ultimi mesi dell’anno facilitando così la pianificazione del bilancio per l’anno successivo. Invece il percorso urgente consente di gestire le richieste straordinarie che si presentano al di fuori del periodo di programmazione annuale. L’obiettivo di FAB non è solo definire ed informatizzare i flussi delle richieste dei fabbisogni, ma realizzare anche un repository di tutte le richieste e di tutti i pareri legati alle autorizzazioni necessarie per portare una richiesta ad essere soddisfatta. Successivamente tale banca dati potrà essere utilizzata per generare report di supporto alla pianificazione delle strategie e alle valutazioni della Direzione Strategica.
