The story of Taranto is that of a port city in Puglia, whose prestigious location between the two seas (hence the name "City of Two Seas") made it the perfect site for an industrial complex that was both economically advantageous and ethically terrifying, like ILVA. The steel plant would soon transform the landscape of national economic interests. ILVA is one of the largest steel plants in Europe, located in the Tamburi district, which was once a hillside neighborhood where greenery and clean air had managed to escape the relentless urbanization of those years, at least until the construction of the steelworks began on July 9, 1960, following an extensive debate among the Italian government, IRI (Istituto per la Ricostruzione Industriale), and Finsider. Thus was born the fourth largest steel center in Italy, strategically located with the specific aim of revitalizing the economy of Southern Italy.

Abstract
The story of Taranto is that of a port city in Puglia, whose prestigious location between the two seas (hence the name "City of Two Seas") made it the perfect site for an industrial complex that was both economically advantageous and ethically terrifying, like ILVA.
